US-Israel Free Trade Agreement Update

The Green Form / Certificate of Origin for preferential claims under the US - Israel Free Trade Agreement (ILFTA) is going away! The May 2017 decision allows US exporters to add a declaration statement to the commercial invoice. The changes took effect January 10, 2018 and as of April 1, 2018, Israeli Customs will no longer accept the Green From.

We recommend ILFTA participants implement the new invoice declarations now to resolve any technical hurdles.


Example Invoice Declaration

I, the undersigned, hereby declare that unless otherwise indicated, the goods covered by this document fully comply with the rules of origin and the other provisions of the Agreement on the Establishment of a Free Trade Area between the Government of Israel and the Government of the United States of America.

Please note that the person signing this must have knowledge of the accuracy of the claim, just as the person signing the Green Form. Continue to follow your best practices – either country can request verification of the claim at any time.
